ESDAL

The Highways AgencySerco have been awarded the contract for the design, supply and operation of “Electronic Service Delivery for Abnormal Loads” (ESDAL). ESDAL is an internet portal providing a one-stop-shop for assisted route planning and automated notifications on abnormal load movements.

The ESDAL web-based system will provide a common link between the police, structure owners, hauliers and the Highways Agency, ensuring there is no software or hardware costs for users.

Simplifying the process

It’s a statutory obligation for hauliers to make these notifications and the responsibility of recipients to ensure that the planned movement doesn’t represent a risk to the structures it crosses or the public. This is a lengthy process and is entirely manual, based on the use of faxes to exchange and agree information. 

The ESDAL project will simplify this process, significantly reducing the amount of time it takes for everyone involved in the process to plan, notify and approve the movement of an abnormal load

Annually, there are approximately 400,000 notifications of AIL movements to the Highways Agency and up to 1.5 million requests to the police for route assistance. In addition to the 43 police forces there are also around 180 Structure Owning Authorities who require notification. 

Within the UK there are approximately 2000 hauliers capable of the transport of abnormal loads by road.
