In the mountainous surrounds of Hong Kong, road tunnels provide vital commuter links. Each day, more than 90,000 vehicles can pass through the Serco-operated Lion Rock Tunnel
In such a busy system, the safe, smooth-running of the tunnel is down to co-operation and trust

We improve services by managing people, processes, technology and assets more effectively.

North America

North America is the world’s largest outsourcing market. All levels of government are feeling budgetary pressures. That’s paving the way for increased private sector involvement in the delivery of public services. Our work here focuses on air traffic control operations and management, managed fleet services, and whole agency outsourcing solutions for local, state and federal agencies. In Ontario, Canada we recently provide driver examination services directly to the public.

Across the US we are a leading private air traffic control (ATC) operator running 54 ATC towers. At Wright-Patterson US Air Force Base we provide vehicle operations and maintenance for a community of 23,000 and thousands more visitors each year. In Canada we have a full multi-activity contract – worth C$36m a year and recently renewed – employing over 300 staff for the Department of National Defence at Goose Bay.

Our business with state and local governments across a wide range of services is growing. These include parking management and enforcement, and recreation and museum support services. Vehicle fleet maintenance is a growth activity for us in several sectors, particularly defence, utilities and civil government.

Through a 10-year public private partnership we now provide driver examination services at 92 centres throughout Ontario. We paid C$114m for the concession to provide these services directly to the public. This is the first contract of its kind in North America and demonstrates an attractive model for providing similar services elsewhere

The US government continues to embrace outsourcing as a way to cut costs and increase quality and efficiencies. We expect annual growth of at least 12% in the US federal sector, particularly in the Departments of Defense and Homeland Security. In Canada, federal, provincial and municipal governments are using partnerships with the private sector to solve budgetary gaps and improve public services, particularly in health and transportation.
